مصرف الإسكان لتقديم قروضٍ داعمة لحماية البيئة

المركزية- وقّع مصرف الإسكان كتاب اتفاق مع مشروع ترشيد إدارة المياه والصّرف الصّحي (WSC) المُموّل من الوكالة الأميركية للتنمية الدولية  (USAID) ، يمكن للمصرِف من خلال هذا الكتاب إشراك المجتمعات في الإدارة المستدامة للمياه عبر منح قروضٍ بغية مساعدة الأفراد على تركيب حلول لمعالجة مياه الصّرف الصحّي.
ويُمهّد هذا الاتفاق الطريقَ لقروض جديدة من شأنها أن تساعد الأفراد والمجتمعات على تقليص كلفة التفريغ المتكرر للحماية من الجُوَر الصحية وحماية البيئة من مياه الصرف غير المُعالَجة التي تتسرّب إلى المياه الجوفيّة، مُسبِّبَةً تلوّثها للأجيال القادمة. فالمياه الجوفية هي بمثابة المخزون المائي الخاص بالبلد ويجب حمايتها بأي ثمنٍ. إنّ مشروع ترشيد إدارة المياه والصرف الصحّي (WSC) سيدعم مصرف الإسكان بالخبرات الفنّيّة لمساعدتِه على تطوير معايير التطبيق وعلى تقييم طلبات القروض. وسيقوم المصرف بإطلاق هذا القرض الجديد في تمّوز 2023، بمجرد الانتهاء من جميع الاجراءات اللازمة.
وكان قد جرى التوقيع على هذا الكتاب في مبنى مصرف الإسكان، القائم في شارع رياض الصلح في بيروت – لبنان، بتاريخ 16 آذار 2023، بين رئيس مجلس إدارة مصرف الإسكان السيّد أنطوان حبيب ورئيس مشروع ترشيد إدارة المياه والصّرف الصّحّي السيد سكوت شورت. وقال حبيب "نحن متحمّسون لهذا التّعاون كونه سيساعدنا على نشر مهمة ورؤية المصرف لحماية البيئة عبر دعم حلول لمعالجة مياه الصرف الصّحّي على صعيد المجتمع".
 

نبذة عن مصرف الإسكان
تأسّس مصرف الإسكان كشركة مُغفلة لبنانية بموجب المرسوم رقم 14 الصّادر بتاريخ 15 كانون الثاني 1977 المُعدَّل بموجب القانون رقم 283. يتبنى مصرف الاسكان المسؤولية الاجتماعية في جميع مهامه، فهو يمنح قروضاً سكنيّة للأفراد، خاصةً من ذوي الدّخل المتوسّط أو المحدود، بهدف مساعدتِهم على شراء وترميم وتحسين وحدات سكنية. كما انّه ملتزمٌ بالاسهام في القطاع السكني بشكلِ كبيرٍ وبتطوير الاقتصاد اللبناني وتقوية مجتمعاته، وتمكين المواطن اللبناني من بناء مستقبل مستدام داخل وطنِه.

نبذة عن مشروع ترشيد إدارة المياه والصّرف الصّحّي (WSC)
على مدى الخمسة عشر عاماً الماضية، سعت الوكالة الأميركية للتنمية الدولية (USAID) إلى تعزيز الإدارة الفعالة لموارد المياه الصالحة للشرب وعمليات معالجة مياه الصرف الصحي في لبنان لتسهيل إمكانية الوصول الى هذا المورد الثمين من قبل جميع المواطنين والمقيمين. ومن شأن مشروع ترشيد إدارة المياه والصرف الصحي المموّل من الوكالة الاميركية للتنمية الدولية إشراك المواطنين والقطاع الخاص في تعزيز إشرافهم على المياه، وزيادة الكفاءة في حماية الموارد المائية، وتحسين خدمات المياه والصرف الصحي من خلال توسيع قدرة مرافق المياه العامة والسلطات المحلية على معالجة المياه المُبتذلة. كما يسعى المشروع إلى زيادة حجم مياه الصرف الصحي المُعالَجة، والتخفيف من حدة التلوّث وهدر المياه، وتحسين توصيل خدمات المياه والصرف الصحي إلى المواطنين، كما وتسهيل الشّراكات بين مرافق المياه العامة والبلديات والقطاع الخاص ومنظمات المجتمع المدني والمجموعات الأهلية. ويهدف المشروعُ أيضاً إلى تقديمِ حلولٍ مبتَكَرة وتحسين الحوكمة في قطاع المياه والصرف الصّحّي في كافة الاراضي اللبنانية.

Banque de L’Habitat to offer loans that help protect the environment

Banque de L’habitat S.A.L. signed a letter of agreement with the USAID-funded Water Sanitation and Conservation (WSC) project,  through which the bank will engage communities in sustainable sanitation management through loans that will help them install wastewater treatment solutions for private and collective households.
The agreement paves the way for new loans that will help individuals reduce their cost of recurrent desludging and protect their environment from untreated wastewater which ends up seeping into the groundwater, polluting it for generations to come. Groundwater reserves are a country’s water bank and should be protected at all cost. WSC will support the bank with technical expertise to help it develop application criteria and assess loan applications. The bank will launch the new loan product at the beginning of July 2023, once all procedures are finalized.
The signing took place at Banque de L’habitat building, Riad El Solh street, Beirut, Lebanon, on March 16, 2023. This agreement was signed by the Chairman of Banque de L’habitat’s board of directors, Mr. Antoine Habib and the Chief of Party at the Water Sanitation and Conservation project, Mr. Scott Short. “We are excited about this cooperation as it will help us expand the environment protection mission and vision of the bank by supporting wastewater treatment solutions at the household level,” said Habib.

For the past fifteen years, the United States Agency for International Development (USAID) has sought to enhance the efficient management of Lebanon’s potable water resources and wastewater treatment processes to improve access and availability to this precious resource for all Lebanese citizens and residents.
The USAID-funded Water Sanitation and Conservation (WSC) project engages citizens and the private sector to enhance their water stewardship, increase efficiency in the protection of water resources, and improve water and wastewater services by expanding the capacity of public water utilities and local governments to treat wastewater. WSC aims to increase the volumes of wastewater treated, reduce pollution and water losses that harm water sources, improve service delivery to citizens, and facilitate partnerships between public water utilities, municipalities, the private sector, civil society organizations, and citizen groups. It also aims to introduce innovative solutions and improve governance in the water and wastewater sector across Lebanon.
